How Vietnam actually pays: the split between bank transfer, cards and e-wallets, what VietQR means for acceptance, how NAPAS 247 payouts work, and the rules on data and ownership.

Key Takeaways
Getting paid: money in
◆
No single method dominates: bank transfer and VietQR take 28% of volume, cards 27%, e-wallets 25%. A card-only checkout misses most buyers. 1
◆
Card ownership sits near 6%, yet cards take 27% of volume. A small base transacting on high-ticket travel and electronics baskets. 2
◆
VietQR is one national QR code accepted by 40+ banks and the big wallets. It settles same day in dong with low chargeback risk. 3
Paying out: money out
◆
NAPAS 247 credits any Vietnamese bank account in seconds, 24/7, up to just under VND 500 million per transfer. 3
◆
Instant transfers ran to roughly 11.3 billion transactions and grew 27%, so payees now expect real-time credit as standard. 3
◆
A single payment of VND 500 million or more leaves that rail for IBPS/CITAD, same day but only in SBV hours. A payroll run of smaller salaries still goes instantly.4
Market Snapshot
About 79% of Vietnamese are online, but only around 6% hold a payment card. Demand is digital. The rails carrying it are mostly not cards.

How People PayMoney In
No single method dominates the Vietnamese checkout. Bank transfer and VietQR take 28% of volume, cards 27% and e-wallets 25%, all within three points of each other. Plan for a mix of rails, not one favoured method.

Top Local Payment MethodsMoney In
Bank transfer over NAPAS 247 is the backbone: instant, 24/7 and irrevocable once pushed, which keeps chargeback risk low. VietQR is the national QR standard, accepted by 40+ banks, running about 15 million transactions a day in 2025. The same payment can appear under both VietQR and e-wallets, so their volumes overlap rather than stack. One VietQR code can be paid from a bank app or from a wallet such as MoMo, so the same payment shows up in both stories. E-wallets are the only local rail here with real recurring mandates and automated refunds.

Transfers above VND 10 million require face biometrics, and online card traffic must run EMV 3DS risk scoring. 3 Personal data moved abroad needs consent and a filed transfer impact dossier, with fines reaching 5% of prior-year revenue. 3

Card Scheme MixMoney In
NAPAS, the domestic scheme, carries 63% of card volume. Visa takes 21% and Mastercard 10%, with JCB at 4%. International brands matter for travel and cross-border baskets, but a card setup that ignores NAPAS misses most domestic card spend. 6

Fees & FX★ Autopilot dataGated
Local QR and A2A acceptance is cheap. The rate quoted in market is around 0.3% on transactions above roughly VND 500k, with smaller tickets often free to the merchant. Treat that as indicative rather than a published standard. It applies only to locally acquired volume, so a cross-border acquirer will not reach it. Card MDR and FX spreads sit outside this page. Making PayoutsMoney Out

China, Japan and Korea supply most of what Vietnamese shoppers buy from abroad, while the US is the biggest e-commerce export market. NAPAS runs live cross-border QR links with Thailand, Cambodia, Laos and China, and is extending VietQRGlobal to Korea and Singapore 3. Cross-border sales figures are vendor forecasts, not customs data, so read them as directional 2.

Cross-border card authorisation underperforms domestic in Vietnam. Issuers see a foreign acquirer, a foreign currency and an unfamiliar descriptor, so they decline more often. Local acquiring changes that. The payment arrives domestically, in dong, with a local descriptor, and issuer risk models read it as normal traffic. Sensible retries recover part of the remainder.

The median consumer payment is about $6, while the median payout is around $25. Collections are high-volume micro-tickets, so per-transaction pricing hurts far more than percentage pricing. 2

Technical Insights
Online fraud & chargeback
Online scam losses hit VND 18.9 trillion in 2024, and Visa put card-issuing fraud in Vietnam above the Asia-Pacific average. 1 Bank transfers are push-based, so disputes sit with cards. 6
Common risk tools
Banks must apply face biometrics to transfers above VND 10 million and use EMV 3DS for online card risk scoring. 3 The SBV's SIMO database flags suspected mule accounts. 5
QR payout capability
Payouts ride NAPAS 247 to the account encoded in a VietQR code, 6 and VietQRCash lets recipients draw cash at ATMs without a card. 3
Avg settlement time
NAPAS 247 credits beneficiaries in 7-10 seconds, 6 but merchant settlement for cards and wallets averages T+1 in VND. 2

Regulatory Snapshot
Payment intermediaries face no statutory foreign-ownership cap. A 49% limit was proposed, then dropped from Decree 52/2024, while banks stay capped at 30%, or 49% when absorbing a distressed lender.
Who regulates
The State Bank of Vietnam licences banks and payment intermediaries and oversees the national payment system. The Ministry of Public Security enforces cybersecurity and personal data rules. 5
Capital requirement
Decree 52/2024 sets minimum charter capital by licence type. E-wallet, collection-and-payment support and gateway licences need VND 50 billion. Financial switching, international switching and electronic clearing need VND 300 billion. 5
Ownership
Payment intermediaries face no statutory foreign-ownership cap. A 49% limit was proposed, then dropped from Decree 52/2024. Banks are capped at 30%, or 49% when absorbing a distressed lender. 5
Data localisation
The Law on Personal Data Protection (91/2025/QH15) took effect on 1 January 2026 and replaced Decree 13/2023. Transfers abroad need consent and a transfer impact dossier filed with the Ministry of Public Security within 60 days of the first transfer. Fines reach 5% of prior-year revenue. Decree 53/2022 adds localisation: named providers must keep user data in Vietnam for at least 24 months from a written police request. 5

Frequently Asked Questions
What is the most popular payment method in Vietnam?
None dominates. Bank transfer and VietQR lead on 28% of volume, cards follow at 27% and e-wallets at 25%. Support all three or you lose baskets. 1
Can foreign businesses accept VietQR?
Yes, but through a licensed local partner. VietQR is a domestic standard run by NAPAS and settled in dong, so acceptance needs a Vietnamese acquirer or payment intermediary. Over 40 banks and the main wallets can pay the same code. 3
How do I pay out to sellers or staff in Vietnam?
Use NAPAS 247 for anything under VND 500 million: real-time, 24/7, about $0.07 a transfer. Larger batches go via IBPS/CITAD in SBV business hours. Cross-border payouts run over SWIFT at T+1 to T+2. 3
What are the MDR / fees for accepting payments?
Local QR and A2A acceptance is quoted at around 0.3% above roughly VND 500k. Treat that as indicative rather than a regulated standard, and note it applies only to locally acquired volume. Card and cross-border pricing differ. Benchmarks on request. 2
Are cryptocurrencies allowed for payments?
No. Cryptocurrencies are not a lawful means of payment in Vietnam and cannot be used to settle transactions. Price and settle in dong. 5
Do I need to store payment data inside Vietnam?
Sometimes. Decree 53/2022 requires named providers to keep user data in Vietnam for at least 24 months from a written police request. Transfers abroad need consent and a transfer impact dossier filed with the Ministry of Public Security. 5
What is a bank transfer and why does it matter?
A bank transfer is a push payment from the buyer's account to yours, here over NAPAS 247, instant and 24/7. It matters because it is the largest single slice of volume at 28%, settles same day in dong and cannot be charged back. 3
